DLC is licensed by the platform, not by Bungie. If you have lost access to any DLC, you must contact your platform's support team for further assistance.

As stated in the post I have been through both of their customer service options and was told to contact the publisher after a very lengthy discussion with Sony live chat and provided all this info in the current post as well as the transaction order number during that attempt to resolve this and now I'm just being ping ponged between Sony and Bungie....

Please view the DLC through the PlayStation Store. If the DLC is showing that you need to purchase it, then something happened with your purchase. Only PlayStation can assist in resolving this issue.
