Exotic armour keeps dropping with les than 10 in discipline even though I have the armour mod on??

Which exotic? Some have intrinsic focus so it will ignore ghost mods for the same stat bucket. So a strength focused exotic will ignore discipline and intellect ghost mods while focusing
