It's basically Master of Arms 2.0.
It procs stowed... it refreshes with no cooldown. Weapon kills refresh the 20/30% buff.
DM will have 10% perpetually for normal PvE use case... then any ability kills ramp the dmg, then you can maintain that buff with weapon kills... you can use any weapon or ability to keep the boon going.
Once you have x3 you have 7 seconds to get a kill will ANY weapon or melee/nade effect and the buff will keep going.

I enjoy my Luna with heal clip/DM on a solar build, tripmines galore, healing everyone, making everyone radiant, everythings on fire and blowing up. I'm having fun no matter how others feel.

I think that sometimes Bungie doesn't make some mechanics clear enough in the game. Going to light.gg and reading what the perks actually do, instead of just reading the brief descriptions in the game, goes a long way to preventing sleeping on good perks.

There are better perks to proc, tbh. No Demo really hurts DM. -
Desperate Measures I feel is a good perk for low to mid tier activities. High tier activities I prefer a perk/weapon that does not require an activation. Fewer peaks and valleys, where I can gauge my shots to damage targets. In high tier activities, it is easy to go 7s without a weapon/ability kill and lose the perk. Even something like frenzy which offers a lower buff but once activated is much easier to keep active and provides fast reload to keep you in the fight and wont disengage while you are gnawing down a beefier enemy. As far as options, I dont think that its bad, I just feel that it wouldnt be one that I would want to take into a GM. Seasonal activites, possibly, but not something with high power level handicaps.

I think it's also slept on in PvP. Have been using it on Luna's howl with solar hunter & weighted knives for big damage boost getting the 2 head one body & occasional 2 taps

this perk isnt exceptional tbh it works, its good, but in the end its a lot of building just to reach a normal damage boost that you can find on other perks that are simple af to proc no matter where or when (or with a slightly less stronger buff...but for a primary it doesnt change that much)

Its awesome , I got a glowy with Repulsor Brace or Dynamic Sway , and Destabilizing Rounds or Desperate Measures Throw a grenade , get DM x3 , get kills to refill grenade, repeat

You're not wrong, the perk is slept on. The hitch is that it's only really worthwhile in ability rotation builds, but it is vey good in those builds. -

Which means it will be running whatever the elemental perk that weapon can roll. Except void because destabilizing rounds imo is a trash perk. In pvp, I'll take a dueling perk or a different damage perk.

It’s not bad but you world probably go with frenzy if you have the option since in my opinion it is nicer to have a snappy and smooth feeling primary. If you already have ways to boost reload and handling then by all means desperate measures is a great perk with easy activation and good damage

You mentioned comparing mods. Please share where this data is located. Besides the small print in game. Hopefully it has all the latest nerfs. Bungie wants us to use build crafting but does very little to support.

Wait it can be activated by any weapon kill? I didn't now that.

Too many hoops to jump through. When I can instead just shoot thing and proc a better or similar dmg bonus by just shooting things with one for all or rampage.
