There’s the campaign, the raid and then a non-raid method to fight the witness. So no. The finale isn’t after the witness fight. They are just making a separate way to engage the witness without raiding. Meaning they knew going in it would have low engagement and they had to make two ways to do it. Mainly so they can make a raid without having to come up with something wholly new. They can say anything. Doesn’t mean it’s an accurate or honest. They’ve lied to our faces before. Moron.

Considering they’ve lied repeatedly? You’d be silly not to question it. Hasn’t every finale of a dlc been the boss fight followed by a cutscene? So what else could it be? A story mission that’s little more than an in game cutscene to show us meeting the Gardener and finding out the next move? What swear words?
