So many of these artifact mods could be fully integrated into the game as weapons perks, exotic perks, aspects, fragments, armor mods, etc Frankly since Lightfall depricated warmind cells and elemental wells I think some more armor mods are needed. Instead they're discarded after a few months to create this illusion of an evolving sandbox. I think we've all heard the "making content is hard" line and I'm not going to sit here and act like it isn't. But if it's so hard, why throw it away? Its wasteful is what it is.
