That's not the name of the cartoon (as far as I am aware) - and it's one of hundreds of foreign cartoons that Pinwheel would use as fillers in between the main segments of the show. The show ran for a very long time on Nickelodeon and I've only seen Clock Man once. Maybe the cartoon was too scary for kids?
