I, too, have been trying to find anything about this Pinwheel short for years. It was so scary for me as a child, and the creepiness of it has stayed in the back of my mind for 30 years now. Please update if you find anything!

Dude, this was posted in 2012. It's even mentioned on the history of the flood as the best troll ever. The clock man never existed. He made the whole thing up, had hundreds of floodians searching for the original.
