The title says it all. Now that Nightfall could be completed solo, the PvP is the only thing that's left to fix for people playing solo.
Playing solo is very importaint! PvP is the biggest time-sink and right now good players who invest a lot of time in D2 PvP completely dependant on avaliability of their friends in order to play and have fun in PvP. Number one reason for this is lack of SBMM in Quick, dead Competitive because no quitter penalties (and no join in-progress, what a great idea!) and of course matching parties against solo players, what could possibly go wrong?
Right now matchmaking will almost certanly match solo players against parties. Solo players cannot communicate, have very diffirent skill levels. It is impossible to win against coordinated party while playing solo and good players know it.
Temporal solution: Lone wolves playilist, where solo players can complete their milestones or just play for fun without feeling like games are rigged to lose.
Complete solution: Simply balancing teams so everyone would have similar skill level is not going to work in a game that puts such a big emphasis on teamwork.
If there is one or two players who isn't "one the same page" as everyone it destroys the match, it destroys the teamwork, it puts better players in tilt-mode.
"A team is only as strong as it's weakest link"
WHOLE TEAM MUST HAVE EQUAL SKILL LEVEL
Then the games will be very fun.

I've been against a fair amount of stacked teams, but I always get the most kills on my team. So, as long as they know I crushed them I'll have a fun time.
