System Specs:
- Motherboard: Gigabyte Z170X-Gaming 7
- CPU: i7 6700k
- GPU: MSI 2070 super
- RAM: 16 gigs DDR4
- Storage: 500 gig SSD
- OS: Windows 10
So for a while now I have averaged under 144 fps, and normally I would be okay with this if my system was doing the best it could, but that ain't the case chief. At the beginning of season of dawn there was a bug that caused PC graphics settings to reset every time the game started, and after I would change my settings I would notice that my fps would change all that much compared to the highest settings. I looked in MSI afterburner and it turns out that both my CPU and GPU don't go over ~60% usage in game.
What I have tried in order to fix it:
- checking that I have enough RAM (Destiny 2 doesn't use more than 40% of my RAM)
- checking temps (CPU and GPU don't typically ever go above 50 degrees C even under load)
- changing my power settings to high performance (I was already doing this before discovering the problem, but hey it doesn't hurt to check)
- selecting "prefer maximum performance" in the nvidia control panel (I was already doing this as well)
- undocking my CPU cores w/ CPU core parking manager (This made the CPU usage ~5% higher. Honestly I'm not sure it actually did anything)
- reinstalling/updating drivers (this obviously didn't work bc I'm here rn)
- updating windows (I keep windows up to date, so this isn't the issue. However, it is possible that the current version of windows is contributing to the problem)
I can't figure out how to fix this issue. Another important note is that it is a problem exclusive to Destiny 2. I checked a few other games such as r6, Minecraft w/ shaders, and The Witcher 3 with unlocked fps and my CPU or GPU would max out to get the best fps. Furthermore, I ran MSI Kombuster and my GPU had no problem maxing out. At this point I'm pretty confident that Destiny 2 has a problem with its engine or something in its code that throttles the GPU & CPU at high fps. If you find a solution to this, please help; this is driving me crazy.

I'm running a 2600x @4.2, 2080 and 16gb 3000mhz. Destiny 2 usually puts my gpu @50-60% and my cpu similar. Pvp, depending on the map, i get anywhere from 100-150fps and it varys alot, its usually like 100-115. Gambit prime i typically see 80-100 fps. Gears 5, the new cod, i usually keep 130-160 fps constantly in mp modes. Changing settings literally does nothing in destiny 2, low is the same fps as maxed out lol.

Its less likely to be your hardware's fault but rather the game or maybe the drivers, I have an older system running a 4770k and a gtx980 and all is fine, but an older system means there is a bigger chance whatever bug or issues that might happen have already been fixed. For your case now, low CPU usage is normal, its quite rare that a game might make full use of the CPU especially when you have a beefy one and the 6700k is no joke, the 2070 super is quite powerful as well and it should be there no bottleneck at all that's for sure, you running the witcher 3 perfectly fine proves that point. Although, the 2070/super or the RTX lineup in general is still kinda new, and Nvidia is releasing new drivers and hot-fixes every so often, if its not a driver issue Id assume its some lack of optimization for the newer hardware meaning its game/engine fault, if you have a second screen you can live monitor your hardware while running the game, or through some charts or logs from afterburner and rtss, I so hate that bungie blocked the rtss overlay, it only makes troubleshooting harder. A good way to find the issue is to ask someone with similar hardware about their experience, if all is fine then the issue is your system, otherwise its a game issue or maybe some driver issue that Nvidia didn't fix yet, can be many things but since other games are running fine the hardware should be fine, software tho, you'll have to do some research.
