Bungie stated that they wanted players to be more "inclusive" with other players who DONT Have a Gjallarhorn rather than being "exclusive" with players who do, correct?
My question is:
Why not develop better/new weapons?
It seems the solution to a reoccurring problem is to constantly tweak the performance of weapons to fit the needs of those low PVP skilled individuals. Instead of spoiling the already high damage dealing weapons, create new perks for the old weapons or even create new weapons with much more appealing perks. The high damage tracking wolf pack rounds is clearly the most popular in the heavy weapon class. This makes players want to only use the Gjallarhorn and not even bat an eye for another Heavy.
Is there a way the development team could stop thinking of ways to "NERF" or "even" the weapons by making them weaker or making them stronger, and just DEVELOP new weapons? If you really think about it, this whole reason behind constantly changing the damage portions is due to players complaining about how "Thorn/Hawkmoon keeps killing me from long range" or how "I'm not getting accepted into group activities because I don't have Gjallarhorn" or "My auto rifle is shit. The damage was dropped WAY TOO MUCH"
Just stick with a decision and follow through instead of changing it back and forth just because some players lack the skill it takes to be good at PVP.
If the solution is seriously just ONE weapon needing to be changed because it's used more than any other weapon in PVP, then add a new set of weapons that are competitive in comparison to that weapon.
-Some Ideas-
Hand cannons:
- Introduce burning damage pistol
(Does more DoT but less impact than Thorn)
Auto Rifles:
- introduce high rate of fire high impact at super low range
Shotguns:
-introduce slugs
Heavy weapons:
- 3 round simultaneously shooting rocket launcher with tracking rounds that spin until they hit the target accumulating to the amount of damage a Gjallarhorn would deal with Wolfpack rounds.
- upgrade Dragon's Breath to have a tracking round or have the solar flare attach to its target instead of stay in one hovering location.
Fusion rifles:
Add tracking rounds with low damage so it takes more than 1 Burst to kill a player in PVP
The list can go on.
The point is. Why is it beginning to feel like Bungie is being lazy? Not coming up with cool new ideas. Just revisiting and hashing out some of the old ones.
Thought I'd share some insight. What's your feedback to this?

Seriously no one seems to want to come up with solutions. Just complaints
