Proposition: Xur might sell some sort of adventure quest item regarding the planet he appears. In order to complete that adventure item player needs to complete several steps. Steps might be borrowed from d1 with twist.
Example:
dead ghost type hunting
numerous patrol completions
opening certain amount of patrol chests in given time
dance moves done in hard to reach locations
Collecting materials while doing public events
Sparrow racing through checkpoints with multipliers
After completing adventure quest item steps player recieves task to run specified heroic strike. Completing that strike rewards player a Xur exotic key. Delivering the key to Xur rewards player to open one of two chests. Random weapon or armor chest.
With this we would be able to enjoy patrol areas and strikes much more than we do now. Adventures are going to waste because the loot is not interesting enough.
