Knucklehead Radar - Power Crept from the beginning
Let's admit it - [armory]Knucklehead Radar[/armory] is the most useless armor piece in Destiny. It has been power crept ever since it came into the game (The Red War, aka vanilla D2). It started with it having little to no use in a specific case, that being using [armory]MIDA Multi Tool[/armory] with it having radar when ADS'ing, and using top tree void for the radar enhancement while crouched. Then, eventually, Forsaken came around, with it bringing one of the most powerful weapons you could ever wield in PvP to date, [armory]Ace of Spades[/armory]. This weapon also brings radar while aiming, as well as another perk, Memento Mori, which is a Kill Clip that lasts until you shoot 6 times, letting you shoot someone three times to kill, which can make it happen again. This made it what is still a much loved weapon to this day, and also made it pointless to use KR for the ADS radar. However, the final nail in the coffin was Subclass 3.0. This made it so you could equip what was called "Keen Scout", now Echo of Dilation, which also gave free mobility AND intellect for hunters, as well as the crouch radar boost. To add insult-to-injury, Void 3.0 was also broken on release, making it sousing the other classes with KR was just a waste of an exotic slot.
How to fix this? It's simple - a rework. Maybe, giving it a radar range boost, or a unique synergy between it and Dilation could help it be used. Another idea is giving it a way to mark someone, like [armory]Foetracer[/armory].[spoiler] With that, [armory]Foetracer[/armory] should get a buff to the healing, you can't make it happen in PvP due to how low of health the opponent needs to be.[/spoiler] Maybe dodging can mark one enemy or damaging two, maybe three combatants can mark a random opponent / buff damage. All of those are just ideas that could be implemented to give [armory]Knucklehead Radar[/armory] great.
