I've been having this issue even when following the steps/settings listed above, but have resolved it recently. I always leave my Xbox in Instant On mode, and power it off without closing destiny. So when I reboot and reopen destiny, I see the message about a connection problem or something since it wasn't actually shut down. I would have to fully close destiny and reboot my xbox to resolve it. After changing the power settings on my xbox from Instant On to "normal/energy saving" or whatever, I haven't experienced this issue anymore.
