Low GPU and CPU utilization in Destiny 2 only

TLDR: I upgraded from a GTX1070 to a RTX3070ti and framerates seem to be stuck around 100fps on all graphics settings and GPU and CPU utilization never exceed 30-40% I have tried a plethora of different things to try to isolate the issue, however I can't seem to get Destiny's framerate higher than 100 fps on any setting (it makes no difference if it is low or ultra quality). I have a buddy with the same configuration (except he has a 5000 series AMD chip, I think it's the 5600?) and he's getting about 140 - 160 fps on ultra settings at the same resolution. I have all framerate limiters turned off, Windows power options and the Nvidia driver are both set to high performance. My CPU seems to be turbo'ing to about 4.2 GHz (which is expected), and the 3070ti is showing about 1860 MHz. Here is a more comprehensive list of everything I have done so far: -Replaced PSU from 650W to 850W. I gave each 8 pin connector on my GPU it's own cable for max wattage per port -Tested other games (some games will use the GPU at 100%, such as overwatch. I was maxing out the framerate at 400 fps on medium settings) -Reinstalled Nvidia drivers with a clean install -Adjusted GPU power limit to 125% -Discovered that my CPU wasn't turbo'ing, found that multiplier in bios was locked at 40.14x. That brought my GPU usage from 50% to around 60-70% in Destiny, however frame rates at medium settings are still the same, locked at around 100 fps. CPU usage was still around the 30%-40% range -Disabled nvidia caching in control panel, nothing happened -Changed power management in the nvidia control panel from normal to high performance -Adjusted Destiny's .xml file to allow for framerates as high as 400 fps and turned off the framerate limiters, no impact -Changed Windows power profile from balanced to high performance -Reinstalled Destiny entirely Things I have yet to try: -Cry, a lot -Disable Microsoft's GPU scheduler to see if that makes a difference -Buy a new CPU to see if that does anything -Unplugging one monitor -Make blood sacrifices to the Traveler (or the Witness, if they can fix my issues I really don't care at this point) -Try to see if I can get my 3700X to 4.2 - 4.4 GHz System specs AMD R7 3700X liquid cooled Nvidia RTX 3070ti EVGA FTW3 32GB DDR4 512GB NVMe SSD Monitor is 1440p 144Hz Any suggestions? I don't think it's a CPU bottleneck seeing as my CPU is also showing low utilization.
