My cousin was recently struck with a 2-month-long PvP Restriction. He's a PvP main and it's basically all he plays. Just checking in to see if it's possible to know when he may or may not receive a response to his appeal as we have been long-time players, but have never seen anything like this before. Any feedback or help would be welcome.

Appeals and other tickets in general are reviewed in the order they are received and only during business hours. If its been a few weeks since the appeal was submitted (3-4+) then it has most likely been denied. Bungie don't guarantee a response and have in the past just left tickets open after reviewing the appeal.

Just a quick question... Pvp restrictions are manually placed after a investigation due to play reports. Your cousin to get a 2 month pvp restriction had to already gone through a stand alone warning and a 2 week pvp restriction. If he was a pvp main did he take any action to look into his internet to see if there was problems on his end causing him to lag in game and ruining matches for others?

Restrictions aren't usually reviewed because they are temporary. This time is better spent looking for ways to stabilize their connection.
