When there is space for more quests in the Featured Quests screen, tracked quests should take up remaining space.
Currently, with 1 or no featured quests in your inventory and any amount of tracked quests, the empty state ("Featured Quests you acquire will appear here. Tab down for more Quests"), appears. It would be nice if the hierarchy of quests that get displayed here allowed Tracked Quests to be a lowest priority category, filling this screen when it would otherwise display nothing.

You think thats a problem, I have 2900 hours (not a brag, just for reference purposes) in this game and The New Light quest takes up more than other quests and pretty much the whole screen. It cannot be abandoned, and frankly, I went to the Quest tab to turn in bounties, not be told I am new and need to finish the beginning of the introductory quest. And there is like 20 more steps too, so I have to stop doing fun stuff and commit to a bunch of time being taught how to do bounties and stuff. WHY DID YOU MAKE THIS CHANGE BUNGIE?!
