The following works for Xbox 360, Xbox One and possibly PS3 &4, being they all share similar symptoms of getting to a certain percentage during the "TRANSFERRING GAME CONTENT" then it pauses and retries only to get stuck at the very same percentage. For me on my 360 it was 8% of the 3.71 GB. After I did what I explain below it worked after the first 5.51GB and I didn't even have the second 3.71GB install which means everything installed the first go!!!
First run through this checklist:
• Check Storage on your device Xbox 360 or Xbox One.
Go to Destiny. See what "Destiny Compatibility Packs" You have.
Guarantee since you most likely deleted Destiny you do no have all 10. As 10 through 1
• Make a note which you are missing.
You will manually have to Download the "Destiny Compatibility Packs" you are missing. Most likely 6-1.
• For Xbox 360 goto "Settings", "Account Management", Download History". For Xbox One highlight the game and hit the Menu button aka Start button and click Manage game. For PS3 & 4 goto PSN store, in the main menu, scroll down, it'll either say download history or purchase history.
• Scroll down and select each "Destiny Compatibility Packs" you are missing and select "Download Again".
• Let all the "Destiny Compatibility Packs" download
Now here's the kicker. And what stumped me.
Just because it says it finished downloading doesn't mean it did.
• Go back to Storage, Destiny and check to make sure you have packs 10 - 1
If not (like me) Go back and select remaining packs. May take 3x as it did for me.
• Okay now that all "Destiny Compatibility Packs" are downloaded play Destiny.
You'll notice you get past your usual stuck%
