The Fallen do indeed sometimes say things like "it's the Darkness" because it's dialogue leftover from when Destiny had a cohesive, intelligent story before they shat all over it for money and to dumb it down for a younger playerbase. Here's a copy of a post I created a short time ago using various sources:
Bungie had entire areas already made (The Kings watch in the cosmodrome, and tons of other DlC things) Basically everything but the raids, but Activision had them scrap it in order to sell it later as pay-for DLC. Also, ever wonder why the game is T rated? In this day and age, it's very easy to have your game be rated as M, but Destiny is T. This is so they can appeal to an even younger audience. We all know kids will play games outside their age-range, but when it's rated ok for them, even more parents will approve. Think about all the young kids playing COD. Who makes some of the COD games? Activision. Destiny's story was dumbed down in order to be easier to understand for younger children. Although I can't recall his name. The lead creative writer of the HALO franchise, and Destiny for FOUR YEARS, quit a year before the game was released. Why would he do this? Everyone knows that once a game is released the makers behind it profit much more, but he quit before that. We can only assume this was because they were cutting large amounts of the story he worked so hard to create for the reason mentioned above and this upset him enough to eventually quit, even after being part of Bungie for so long. Hell i'm pissed and I didn't even make it. To be honest, i'm too lazy to post it all here, but you can find the original story online if you search for a bit. Be warned though, it will probably piss you off when you realize what the story could have been.

-The Darkness in the game is actually a byproduct of The Traveler, the giant white orb that floats above Earth. However, players are not privy to The Darkness and Traveler’s true nature because of The Speaker, who has altered the running narrative over time. The faceless NPC has convinced the player and the remaining citizens of Earth that The Traveler saved them, when in fact it is The Traveler that ravaged society.
EDIT 2: This is a screenshot of the original post (which was taken down by websites it was posted on, yet another hint at it's possible truth (why hide something fake)? As other similar (although less convincing) claims have been made and were not touched.

Obviously, none of this made it into the full game. What I posted above and has been posted other places is very convincing, but if it's not true, why DID so much content get cut and why is the story virtually nonexistent? We'll probably never know.
