At least in the miliary use of it. The official NATO phonetic alphabet spells it as "Alfa", and "Juliet" as "Juliett".
This means every video game and movie with subtitles ever has gotten it wrong.

I think alfa and juliett are spelt that way for people who speak english not as a first language so they pronounce the word correctly. I don't think it matters how its spelt since they are for speaking over radios and such. So alpha is still correct as long you know the "ph" is an "f" sound.
