I've seen people who are level 70 without a single shader and people who are level 10 with all 3.
it's about luck, just like good old rng always is.

yeah really, Got my first shader at lvl 5 (Bitter Steel) with my titan and then finally got The Hanged Man at lvl 7 mainly got Gear and the same shader twice for my Warlock since lvl 6
