Last time I played was Shadowkeep and I have read multiple returning players encountering the same problem. I started Lightfall with Rank 6 so I assume that it somehow did not make the mods available to me because I didn't unlock Rank 2 by playing. The collections tab says that some mods drop from Legendary world Engrams but they don't seem to drop at all.
