Account Linking
I have my bungie account linked to my steam and my old PlayStation account. I want to unlink my PlayStation account because it was hacked and I no longer have access to it, but I cannot unlink it without signing in. Which I cannot do as I don't have access to the account anymore.

You need to work with PlayStation support to recover access to the account. Bungie won't forcibly deactivate Cross Save or unlink any accounts for security reasons.
