So, a large part of why Gjallarhorn is so "requested" in the forums and in lfg pages is because it is significantly more useful in most situations compared to the other exotics. I know there are those that shout that it should be nerfed as a result of that, but I think that the bigger issue is that most of the other weapons don't really feel exotic or special. They don't do enough extra damage to warrant using them over something that Gjallarhorn and their perks are often somewhat lackluster.
So, here are some other potential options to give variety to players to make them want to use something other than Gjallarhorn (one weapon type suggestion, then potential changes to the other less used exotics):
Introduce a MIRV. Make it a trajectory based weapon that scatters munitions that each do half of a rocket's normal damage (but could do more in an area).
For other weapons:
Suros - bring it back to where it was before they started nerfing it; make focused fire an optional perk; have the possibility for regen occur throughout the mag.
Hard Light - make the Glass Half Full perk start at the beginning, but make it so that the last few bullets are 1.5 the current last few.
Nechrochasm - significantly increase impact and ammo count; increase explosion chance by 50%.
Monte Carlo - increase impact and have precision kills give grenade energy.
Mida Multi-tool - increase impact.
No Land Beyond - get rid of it <spoiler>(just kidding)</spoiler>. Actually, just get rid of the lens flare and increase the rate of fire.
Universal Remote - increase the fire rate.
Plan C - focus the blast more; add more range.
Pocket Infinity - change it to a straight recharge (like Icebreaker, but faster) and increase the amount of ammo it holds - 5 in the charge, plus a reserve of 5.
Patience and Time - No lens flare while invisible (but decreased ammo for PVP).
Invective - speed up the ammo regen, enhance range in PVE.
Super Good Advice - add a perk to increase the ROF while the trigger is held, though the accuracy would remain the same.
Dragon's Breath - add flare clusters, proximity detonation, and increased velocity - upon explosion, it would pop out a half dozen smaller flares (half size and 3/4 damage) surrounding the initial explosion.
Truth - max velocity, blast radius, and choice of element.
