Can you get Hawksaw from Pulse Rifle Bounty?

Yes. I got the y2 vendor roll on one a few weeks back.

Also buying legendary primaries from cryptarch can give you a hawksaw, I've gotta like 3 so far

Yes you can.You can drop any pulse rifle since Y2 including Iron Banner,Trials of Osiris,Crucible......till now. And you can also get one from Primary legendary engrams.Good Luck:-)

If you're on Xbox one you can always just buy a very good roll from the vanguard vendor for 150 marks. It's a glitch, and it takes like 30 seconds of work, but you can still buy it if you want a stability roll. If you're interested check out this video I made that walks you through it.
