(PC) Video evidence of performance issues as well as a large write up of the issues

CPU: i7-4790k OC'd to 4.6Ghz GPU: EVGA GTX 1080 TI gaming Elite Ram: 16gb @ 2400Mhz OS: Windows 10 version 1709 build 16299.19 Current GPU driver: 388.10 Monitor: 1920x1080 @ 144hz with gsync And the game is installed on an SSD Dxdiag: https://www.mediafire.com/file/fvgm1dts231m51y/DxDiag.txt Issue Information Destination/Activity: Any destination and activity. Description: Since launch I have had an issue with a stuttering effect, it is most noticeable when standing still and moving the mouse horizontally and aiming down a scope. Even though it is most noticeable doing that It is always present when playing. There is also an Issue with areas having low FPS and bouts of random FPS drop. None of the patches released have done anything to correct these issues and in fact have made these issues worse by making this stuttering effect start basically as soon as I start playing, after playing for about 30 minutes it reaches a point where the stuttering has gotten to the point where it is beyond unplayable and gets worse and worse till gameplay looks like its running at 20 FPS even though the counter will read above 60 FPS. I have tried to troubleshoot things on my end with dozens of different things and none of them have had even a slight effect on the games issues. I will list all the things I have tried that I can remember. 1: Tried Windows version 1607, 1703 and 1709 none of them made any difference. 2: Tried Nvidia drivers 385.28, 385.41, 385.69, 387.92, 388.00, 388.10 and 388.13. All drivers where uninstalled with DDU in safe mode and the drivers installed were done with a clean install. None of them made any difference 3: Tried a few settings inside the Nvidia control panel like disabling Gsync and re enabling it, setting my power management mode to prefer maximum performance, turning off Vsync, Turning it on and trying fastsync. Setting my maximum pre rendered frames to 1, turning on threaded optimization, turning triple buffering on and off. None of these settings made any difference to the issue. 4: Tried a clean boot of windows with nothing but the Battle.net launcher and Destiny 2 open. Nothing changed. 5: Tried 2 different monitors and a different set of mouse and keyboard, no change. 6: Disabled the OC to my CPU and ran my GPU at reference card speeds. No change still. 7: This was recommended by Bungie themselves, deleting my cvars file in appdate. Didn't do nuffin. 8: Running Destiny 2 in true Fullscreen mode, didn't do anything. 9: Tried the game with shadowplay on and off, no difference. There are even more things I have tried but there have been so much I am starting to forget some. I have record some gameplay with shadowplays instant replay feature at 60 FPS that showcase the issue. https://www.youtube.com/watch?v=DtgoPU2oxUc&feature=youtu.be between 1:15 - 1:25 you can see the stuttering when moving my mouse left and right, 2:32 - 3:10 you can see it while I look around the stuttering and from 3:45 till the end of the video you can see it best when I'm looking around how badly its stuttering. You can see the FPS counter in the top right of the screen and you can clearly see that the gameplay even though running at high framerate and recorded at 60 FPS still looks nothing like 60 FPS gameplay. My settings are all maxed at 1920x1080, no vsync, motion blur disabled and 100% render resolution. This is beyond unacceptable and completely unprofessional going on 3 weeks after release and the extra month we had to wait since consoles got it. The game is unplayable and it's way beyond time that you guys accept responsibility and fix this.

    I'm having this issue, on my 1080ti all random, low fps could start in 5mins or could start in 2hours of playing, I played heroic public event at the church with tons of stuff on screen with 5+ guardians solid 72fps, I came back for my second heroic event same spot and fps drops every sec , then stuttering started and I have to restart the game
