Last week I completed a Battlegrounds mission and a Exotic Engram dropped in front of me, I picked it up and it went to the Post Master. Went to the post master and before clicking to collect the Exotic Engram, it showed 0 (Zero) Light Level. I sent a screenshot to Bungie.help at twitter (no response there), and left it at that. I didn't collect the 0 LL Exotic Engram until today, and all that came from it was an Enhancement Core.
On a seperate note: I did the Solo Lost sectore 1300 light level to get the new Titan Exotic Chest piece. I completed the mission in ~8:50min and a Exotic Engram dropped, but went to the Post Master. Went to Post Master to collect the Exotic Engram, and again this one showed 0 (Zero, as in a BIG FAT ZERO!) light level. I clicked on it, and again I got an Enhancement Core. Since then I have completed the Solo Lost sector and three times all I got was enhancement cores.
My game is up to date, and I had a stable enough connection to complete the mission, and other people in my clan and those outside my clan have been having the same issue with Exotic Engrams decrypting into Enhancement Cores.
I'm not impressed that something that myself and others that work hard to achieve result in a flippant dismissal of dedication to a game with a meager reward of an Enhancement core, instead of the actual prize that the undertaking was intended for. And while strides have been made to improve Destiny 2 (which I like this new season), the Exotic Engram reward system bug has not been given any priority from what has been seen so far.

They are not exotic engrams , everyone gets them , it seems to be a new way of bungie dropping enhancement cores to players. Actual exotic drops will have light level. Rest assured you're not missing exotic drops.
