I am also receiving this error - very frustrating. Since around the 30th and 31st of October, my game will turn black for a few moments when loading into PVP game-modes like Gambit or Crucible. After a moment, I will be kicked with the 'Time-Dilation Exceeded' message and rutabaga error code. I effectively cannot play the game like this, hope a fix is in soon.
