You’re overlooking the obvious.
Scouts must remain weak in D2 because of the Bow archetype.
The moment Scouts receive some love then Bows becomes the weak sister.
Bungie brought us Bows with D2 and have steadfast never wanted Scouts to outshine them.

Incidentally, I also mentioned Bows as being one of the weaker primary options. A simpe solution would be to give Bows a general buff so that they OHK Minors and Elites in most instances, and get extra damage against tough targets like Mini-Bosses (Champions), or simply implement the same kind of buff that HCs got onto them. Bows should be completely independent of other ranged options, as they generally have a much slower fire rate and require more skill and awareness to use. They shouldn't be stepping on Scout Rifles' toes, because they should be considered much differently when balancing the sandbox

I use both however I want. Scout Rifles and Bows. But as long as the Scout has explosive payload and/or better rpm. For fun, I would rock with The Purpose (Legacy) with Le Monarque.

Exactly, scouts were nerfed when bows came in and they will probably never get a chance to shine properly because of bows.
