No, its a hidden claimed reward. It isn't dropped into your quests/inventory/consumables etc
Bungie told us that they were looking into the reset thing but then they said that not being able to reset wasn't the bug and the actual bug was the text being displayed

Just seems odd that we can't reset Shaxx. I hit max rank day 2...so now what?
