I get that these are scary in pvp, but the fantasy of the aspect and this grenade is lost in pve. The idea is to have this storm cloud that moves around and attacks enemies, but it is not fast enough to get to the enemies before running out, even with spark of magnitude extending its duration. I think the damage is fine and doesn't really need to be touched (I would even accept a nerf if it meant getting the old grenade back). I still use this grenade because its cool, but it is utterly outclassed by pulse grenade, which essentially does the same thing since storm grenade is so immobile. I think a small buff in its duration and/or speed would go a long way.
