My son's PSN account is managed by me and I have relaxed all parental control restrictions. Just for the past few months, he hasn't been able to turn on voice or text chat in Destiny 2. When I play on the same console it works fine, and his cross-save account on Steam works fine too so I suspect it's something to do with Destiny 2 on PS5 and parental controls on PSN. We've tried turning everything we could think of off and on again, including logging him out of PSN and logging back in, disabling and re-enabling remote play, and jiggling communication restriction settings and I'm not sure what to try next.
Here's a screenshot of his Parental Controls page:

Here is a video of what it looks like when he tries to turn on text or voice chat.

My account works fine on the same console, so I know it's not a hardware or networking problem.

Bungie will be implementing their own parental controls. Your son not being able to turn on Voice Chat or use Text Chat means he set his age as under 13 during one of the prompts. This is intentional outcome of that happening. https://help.bungie.net/hc/en-us/articles/24217906958868-Date-of-Birth-Requirements-for-Destiny-2-and-Bungie-Services If your son is 13 or over, you'll need to file a Correct My Data request for them over on the Help Center here: https://help.bungie.net/hc/en-us/articles/360049024632-Contact-Form-Data-Privacy-Requests
