I completed all of the lightfall campaign on legendary mode and spoke to Zavala and Ikora, then when I went to speak to Nimbus I wasn't given a choice between the 2 exotics. I have the triumph for completing all the missions on legendary and I have the emblem and I've checked if I have any checkpoints on any of the missions and I don't.
