Giving Bolt charge access to other subclasses is a really neat novelty, but the perk is competing with other perks with a more immediate payout, which can make rolling storm feel like it's not helping most of the time.
The way I see it, there are 2 good options to solve this.
1: simply put it in the 3rd column on select archetypes of future weapons. I think it would do well there.
Or
2: buff the perk. Make kills chain lightning to nearby enemies. Giving you 1 instance of a jolt chain any time you get a kill would give it some immediate crowd control, but wouldn't impede on perks that actually jolt because it wouldn't be able to apply it to tanky targets like voltshot and feedback.

Palindrome should’ve had Voltshot/Rolling Storm as an option, imo.

Tbh if it happens to be added on a weapon that can roll any aoe perk it might be the goat Imagine a voltshot one allowing u to stack bolt charges with multikills

Option 2 feels unnecessary, just move it to the 3rd column. Rolling storm has the potential to be the arc version of the supportive subclass traits ( rimestealer, repulsor brace, heal clip)

While I think Rolling Storm is kind of weak as a damage perk option, would it be too strong to have jolting feedback/voltshot and rolling storm on a weapon? I think thats the question youre posing here. It does seem like it would be a strong option, I did see someone mention it would be on par/is on par with heal-clip, repulsor brace, rimestealer, but those don't increase damage potential. I would rather they make some new perk/trait that would be for generating elemental pickups based on kills and elemental type of the weapon in the first perk slot. Like it would make more sense to have a perk that generated ionic traces on multikills or gives amplified or a combination of the two rather than moving a damage perk in the first perk column. But knowing Bungie they will probably have some dungeon or raid weapon with rolling storm in the first perk column so I wouldn't worry about it too much.
