Wouldn't it just be easier to allow people to join Matchmaking games in progress? That way, if someone quits, so what? Someone else can join and take their place. It's a system that works perfectly well in MW2 and other large titles, and one which would serve better than one which could ban innocent people whose internet quit out too many times.
What I'm trying to say is that, IMO, the new Banhammer is too militant and draconian a strategy for taking care of habitual quitters; the potential for banning people who simply quit too many times, or whose internet cut out, makes it seem too extreme for a game with a focus on fun.
