Waterboarding...why not just hold your breath?

I know it's late, and I'm killing time at work; this question has been bugging me: waterboarding consists of (in the crude way) putting a rag over someone's face and pouring water over it to simulate drowning without actually endangering the person...so...why wouldn't the person being "tortured" just hold their breath, and then pretend that it worked?
