I haven't been able to get on today and check for myself but I was curious what the sniper telemetry does, if anyone knows that and willing to explain it real quick I'd appreciate it.

It's a temporary boost for how quickly your weapon acquires experience, and thus how quickly you can level it up. It's like aether seeds temporarily increasing glimmer from killing fallen.

Oh okay thanks guys and I'm assuming the speed bike thing ups speed & maneuverability on it kinda like buying a upgrade for it

It speeds up exp gain for your weapons. Sniper telemetry will speed up how fast you can upgrade your currently equipped sniper rifle. Hope that helps.
