There's currently item speculation around a few consumables that would do just that, except they're for exotic weapons and armor.
Problem: People want 30 without raiding.
Solution: There's no point in getting 30 unless you raid.

Even then you can get through hard raid at level 29

Try raiding in a group of all 29s. Its possible, but it's hell. At 29 you do 33% less damage AND take 33% more damage. Tried to raid hard today with myself as the only 30 in a group of 29s. We wiped for 2 hours without the confluxes down and me always having 30-40% of the total kills. I quit and went back with a group of 30s, and beat the entire raid in the same amount of time.

Done it and cleared it around 10 times with all 29's and at least 1 sometimes two 28's. The only hard part is the confluxes at the start and that's it. For that part people just have to have decent weapons and them leveled up and maybe a heavy ammo synth or two. So it isn't that bad lol. The problem is when you get morons who want to do it their way and their way isn't a way in the first place lol.

Definitely, you're just at a big disadvantage. You can get 30 just running the normal raid if you have an exotic helmet.
