what if he only sold exotic weapon engrams? With the system fixed to only give weapons of the same color engram, this would fix the issue of everyone complaining about how all the players now have the same weapon. Bungie is clearly in love with the rng system, so why not make it apply to Xur's weapons?
With that said, IMO Xur in his current state is the counter balance to the RNG system. With hours of grinding and luck need to get a yellow, let alone a purple engram drop, this but many of the casual players (ie college kids, parents, full time workers) at a disadvantage. This casual gamer group is the main source of money for gaming companies, and they need to offer some way for them to earn gear other than grinding. Saving up coins for two or more weekly lvl 28's is how a casual can get the gear, which is time wise is comparable to 6 hours or more of grinding strikes or patrols to get an engram drop and even then you may not get one. Xur offers a balance to the RNG system.
And for those who may think I support Xur because I used him to get my gear, I recieved hard light from the night fall last month, Ice breaker from a tyger strike, Truth and lucky raspberry from a engram on a patrol. I did purchase the crest of alpha lupi and the hunter helm from xur though.
