Even though I see what you're saying, the difference here is 26's can easily level up their gear. 29's can't get to 30 until RNGesus blesses them with gear. You could easily go up a level or two and have no problem finding a normal raid group. I have a 30 (and my other two will be 30 when I level up their gear) and I don't care how many 29's are in the group. As long as they have levelled up raid weapons, they're welcome in my fireteam.
