Pretty clear cut. The mod system is broke as -blam!-. It takes forever to a mod you need. I can't tell you how many mod components I've traded in trying to get an arm mod for one of my Titan armor sets. Hell, rare modes are already expensive enough as it is with no guarantee you'll get enough of one mod to make a legendary version. Either breaking down rare mods needs to product mod components more frequently or their glimmer cost at the quartermaster needs to be reduced 2500 for one rare mod versus 1 weapon part and 100 or so glimmer with a sliver of chance to get a mod component when broken down. -blam!- that!
