If I use a year one invective in pve will it still work as good as year 2 even though it is only 160

Perks and stats are the same. Damage depends on normal crucible or not.

No. Perk is reverted. Instead of getting 4 ammo every 20 seconds, you actually lose 4 every 20 seconds.
