Legend Rank retroactive for Lunas Howl/Not Forgotten?
I hit Legend right when I got to the "Get 100 Precision Hand Cannon Final Blows" step of the Lunas Howl quest. If I drop out of Legend before I get Lunas, will hitting Legend be counted towards Not Forgotten even if im not in Legend when I get the NF quest?

Yes. As long as you hit legend in the same season you complete the quest it will count.
