Sense, this does not make. The article then goes on to mention the armored personnel carriers that they are also buying (and giving to police departments), equipped with gun ports.

It's probably just a contingency. The US government has a backup plan for nearly every type of scenario. We even have one for a zombie apocalypse, so they're probably just making sure they have enough ammo if somehow terrorists or something were able to send us into total war.
