I have been a destiny 1 vet since the game came out, i started on playstation 4, i then upgraded to the xbox series x and re-bought all the dlc's again on the xbox that i had on the playstation side of things. I currently own the most recent dlc and annual pass on xbox. Now over the most recent holidays i have put together my very first pc. I am wondering if theirs anything i can or bungie can do to transfer over the dlc's to steam. Or i dont even mind paying again just not all of them at regular price. So im wondering if i could possibly get some kind of discount that way i dont have to buy them all again for the 3rd time at regular price?

Bungie has no control over the licenses, so cannot in any way revoke a key from one of your accounts, transfer it to another, nor negotiate an ad-hoc discount for you with the platforms. You'd have to contact Steam and ask for a discount, due to paying Microsoft and Sony for the DLC already. Things on Steam do get regular discounts though so you might only have to wait for the next sale.
