I feel like Bungie is stepping in the right direction with this change, but led with the wrong foot. M&k and controller recoil patterns should be similar, if not identical, to prepare for cross-play. I believe, however, that lowering Mouse and keyboard stability was the wrong choice.
When I first read that m&k stability was being lowered, my first thought as a console player was "Haha yes, feel our pain!" Now that I'm think about it though, should "feel our pain" be my reaction? If the goal is to even out stability patterns across platforms, why not move controller stability up?
Maybe Bungie feels that m&k stability is too high and was aiming to lower it anyway, and if that was the case, I'd say to meet in the middle. Lower mouse and keyboard stability, but not so drastically. Maybe 25% or 30% less recoil instead of 20%. You could then follow up with buffing controller stability to a similar number, something that almost the entire console community would love.
By slightly lowering m&k stability and increasing stability on controller, you've mitigated PC rage, pleased your console player base, and solved the issue of evening stability across platforms.

Personally I love these changes. Great move by Bungie. Now M&K players need to learn how to shoot a gun with a bit of recoil... lol
