Hey there. When you first log in, your Bungie Name gets set to the platform name of the account you logged in with, in your case, Steam. If that name hits the name filter for any reason, you get given a Guardian default instead. Trying to change your name to that same name, which has already been rejected, will not work - the name will not be saved. If you saw the thing about the name reset, it seems the recent reset over-zealously targeted user names with common real names in. So it may be rejecting yours right now simply due to it having 'mike' within it. That's why you're on a Guardian default. If you can enter a new name into the name box, then you do have name changes available to you, and you should have 1 as every player does (the new additional one has not been granted yet) - if you have NO name changes available, it will say this in red text and nothing can be entered in the text box. If names you try get rejected, you may have to try something else.
