It was originally planned for Gamescom, and now the rumor is that they will be revealing at the TGS:

tl;dr Sony is making a VR headset similar to the Oculus. It was intended to be revealed at Gamescom, but the plans fell through and it is now set to be shown at TGS.

Now all Microsoft needs to due is form a relationship with the people who make the Oculus Rift to make it compatible with the Xbox One and they win.

Unless they can make this reasonably affordable, I doubt it would have much success sales wise.
