HDR not working in Fullscreen/Windowed Fullscreen - Fix found for Borderless Windowed mode

Had to use my phone to take pictures because in game screenshots are automatically tone-mapped to SDR, and windows screenshots don't support HDR.
Images are taken in Windowed Fullscreen. Fullscreen, Borderless Windowed* and Windowed Fullscreen all turn HDR off when game is focused. If i open up Start menu HDR turns on.
Windows version: 10.0.19043 Build 19043
Graphics driver: nvidia 511.79
I discovered a fix:
If I enable Windowed/Borderless Windowed mode in game, and change some settings via the cvars.xml file i can get the game window to be 1441x2560 pixels (my screen is 1440x2560). One row of pixels will be outside of the screen space, but the game will remain in windowed mode (it'll appear as if in full screen) and HDR will stay on.
In Windowed or Borderless Windowed, if i set the game window to be the same size as my screen (2560x1440) and window position to y=0, HDR turns off. I believe this is because the game thinks I'm in windowed full screen mode, and HDR is for some reason, turning off if the game is in Fullscreen.
Settings i changed are:

and
<cvar name="windowed_resolution_height" value="1441" />
