Flash of Inspiration Bugged - Dawning Ingredient

It appears that flash of brilliance ingredient is bugged. I have created tons of orbs of power and it has not dropped at all. Anyone else?

I’m having the same issue. It seems other ingredients want to drop instead. Very frustrating!
