My opinions on the ice fall mantle changes are fairly strong, it's actually one of my favorite loadouts at the moment.
The changes bungie are implementing feel much more like a nerf to me than a buff. There's some good changes, to be sure, but most feel bad.
Problem 1. Removing the unique shield. I'm sure you're thinking, "But frost armor and health, that's got to be better, right?" O.m can stack frost armor on top of the overshield which boasts a much higher damage resistance.
Problem 2. Removing the damage buff.
25% isn't a major buff, but it gives a noticeable bump to weapons like dimensional hypotrochoid, which is also one of my favorite GLs.
Problem 3. Requiring a stasis super. I think this is bad design across the board. I hate all exotics that lock you into a super. Oftentimes, it's a nich super or one that has drastically underperformed, i.e., mask of bakris. While glacial quake is fairly powerful, it's situational and completely useless versus air born bosses, a problem shared by several stasis exotics as well
The exotic already made you feel tanky, removing the damage buff and adding a super restriction really feels like they just killed an already under used
exotic.

Update on functionality, it gives lots of frost-armor especially with the season exotic, Icefall Mantle is for a tanky Ice Titan.

Healing on activation and every shard could be really good, depending on how much it is. Frost armor in general needs a PvE tweak. Maybe start at 10% DR and add 5% per stack which would bring it up to 45% if using whisper of rime.
